The Evaluator’s Checklist: Assessments That Drive Impact
Effective evaluation turns data into actionable insight. Use this checklist to design assessments that are rigorous, relevant, and focused on measurable impact—whether you’re evaluating programs, products, policies, or performance.
1. Clarify purpose and stakeholders
- Purpose: Define the primary goal (accountability, learning, improvement, or decision support).
- Primary stakeholders: List who will use the findings (funders, managers, participants, public).
- Key questions: State 2–4 evaluation questions that align with purpose and stakeholder needs.
2. Define clear outcomes and indicators
- Outcomes: Specify short-, medium-, and long-term outcomes.
- Indicators: For each outcome, choose 1–3 measurable indicators (quantitative or qualitative).
- SMART checks: Ensure indicators are Specific, Measurable, Achievable, Relevant, Time-bound.
3. Select appropriate methods and data sources
- Methods mix: Combine quantitative (surveys, administrative data, experiments) and qualitative (interviews, focus groups, observations) methods as needed.
- Triangulation: Plan multiple data sources per key finding to increase credibility.
- Feasibility: Confirm resources, time, and access to participants and records.
4. Design sampling and data collection plans
- Sampling strategy: Choose probability sampling for generalizable estimates or purposive sampling for in-depth insights.
- Sample size: Estimate size needed for statistical power or thematic saturation.
- Instruments: Draft questionnaires, interview guides, and observation protocols; pilot them.
- Ethics & consent: Plan consent processes, confidentiality protections, and data storage rules.
5. Establish quality assurance and bias checks
- Training: Train data collectors on protocols and standardization.
- Monitoring: Implement spot checks, inter-rater reliability tests, and data audits.
- Bias mitigation: Identify likely biases (selection, recall, social desirability) and document mitigation strategies.
6. Analysis plan and attribution approach
- Pre-specify analyses: Describe primary analyses, subgroup analyses, and handling of missing data.
- Attribution: Use experimental/quasi-experimental designs for causal claims; otherwise be explicit about limitations.
- Mixed-methods integration: Plan how qualitative insights will explain or contextualize quantitative findings.
7. Reporting and dissemination strategy
- Products: Prepare tailored outputs (executive summary, technical report, briefings, visual dashboards).
- Key messages: Draft 3–5 concise, stakeholder-oriented messages tied to decisions or actions.
- Timelines: Align report release with stakeholder decision cycles.
8. Use of findings and follow-up
- Action plan: Include recommendations with owners, timelines, and resource estimates.
- Feedback loop: Schedule stakeholder workshops to review findings and co-develop next steps.
- Learning agenda: Capture lessons for future evaluations and adjust indicators if needed.
9. Budget, timeline, and risk management
- Realistic budget: Cost personnel, data collection, analysis, dissemination, and contingency.
- Timeline: Map milestones: instrument development, piloting, data collection, analysis, reporting.
- Risks & mitigations: List top 5 risks (e.g., low response, access limits) and contingency plans.
10. Checklist before launch (quick go/no-go)
- Evaluation questions finalized
- Outcomes + indicators agreed with stakeholders
- Methods, sample, and instruments ready and piloted
- Ethical approvals and consent processes in place
- Data collectors trained and QA plan set
- Analysis plan pre-specified and resources secured
- Dissemination plan and stakeholder engagement scheduled
